EPR Registration for E-Waste
Extended Producer Responsibility
Overview of EPR for E-Waste
India, as a rapidly developing and industrializing nation, generates over two million metric tons of e-waste annually. This environmental challenge is compounded by the fast-paced advancements in information technology and communication sectors, which lead to frequent updates and replacements of electronic devices. These factors contribute to a growing e-waste stream that demands immediate attention.
Recycling has emerged as a key solution to this problem, prompting the Indian government to implement regulations under the EPR framework. These regulations enforce accountability on entities involved in producing, managing, or handling e-waste to mitigate environmental pollution. Below, we outline the essentials of EPR for e-waste, including its benefits, registration process, and compliance requirements.
What is EPR?
Extended Producer Responsibility (EPR) is a government policy that mandates producers, importers, manufacturers, and brand owners to manage the treatment and disposal of e-waste in an environmentally sound manner. Its primary objective is to ensure that these entities take responsibility for minimizing the environmental impact of their products throughout their lifecycle.
EPR guidelines require producers to collect and recycle waste through eco-friendly processes, ensuring these activities are conducted by registered recyclers under CPCB supervision. The Central Pollution Control Board authorizes EPR compliance under the Plastic Waste Management Rules, 2016, which provide detailed guidelines for the safe and sustainable management of e-waste.
E-Waste Management Rules, 2022
The E-Waste Management Rules, 2022, introduced by the Ministry of Environment, Forests, and Climate Change on November 2, 2022, came into effect on April 1, 2023.
Key provisions include:
Mandatory registration of producers, manufacturers, recyclers, and refurbishers on the EPR portal for e-waste collection, recycling, or disposal.
Entities engaged in multiple categories (e.g., producer and recycler) must register separately for each.
Filing of annual and quarterly returns in the prescribed format, with deadlines aligned to the end of the relevant reporting period.
Non-compliance with these requirements constitutes a violation of the law.
